Mamlaka ya Hali ya Hewa Nchini imetoa ufafanuzi kufuatia Kimbunga kilichoambatana na Mvua kali na kusababisha Nyumba zaidi ya 90 kuezuliwa Mapaa yake huko Mbagala eneo la Mangaya katika Manispaa ya Temeke jijini Dar es salaam.

Kaimu Mkurugenzi wa Huduma za Utabiri wa Hali ya Hewa Dokta Hamza Kaberwa ameiambia Uhuru FM leo kuwa hali hiyo ya Kimbunga inatokana na mabadiliko madogo ya Ardhi katika Bahari ya Hindi.

Kimbunga hicho kilichoambatana na Mvua pia kimesababisha watu Wanne kujeruhiwa vibaya.

Kufuatia hali hiyo imesema mabadiliko hayo yametoka Baharini kuelekea Pwani ya Dar es salaam kwa umbali wa Kilometa Mbili hadi Tano na hivyo kusababisha Kimbunga hicho kilichoambatana na Mvua.

Pamoja na mambo mengine Mamlaka hiyo ya Hali ya Hewa imetoa tahadhari kwa wananchi kuwa Mvua za Vuli zitakuwa Juu ya Wastani katika eneo la Kaskazini ikiwemo Dar es salaam hivyo wananchi wachukue tahadhari za kukabiliana na hali hiyo hususani wananchi wanaoishi Mabondeni.

Wakati huo huo, Mvua hizo pia zimesababisha Mifereji ya Maji Taka kujaa na kusababisha Maji Taka kusambaa katika barabara na maeneo kadhaa ya Jiji la Dar es salaam hatua iliyoleta usumbufu kwa wananchi.

The South African Football Association (SAFA) and the Premier Soccer League (PSL) have joined forces in assisting and contributing to the massive humanitarian effort that is currently on the go in Somalia.

SAFA and the PSL have formed a joint committee under the leadership of SAFA Vice President Mandla Mazibuko and Kaizer Motaung.

The Committee has recommended that a fund be established immediately with the goal of raising at least one million rand. The Fund received its first boost with a donation of five-hundred-thousand-rand (R500 000) from the PSL.

The Association is also generating its own contribution to the fund, including donating ten percent (10%) of the gate takings from the 2012 Africa Cup of Nations qualifying match against Sierra Leone to be played at the Mbombela Stadium in Nelspruit on Saturday, 8 October 2011.

SAFA and the PSL’s pledge comes in the wake of a call from the Confederation of African Football (CAF) to all its members and federations to contribute as millions of people continue to suffer in Somalia and around the horn of Africa due to famine.

“A severe food crisis has plagued Somalia, Ethiopia, Kenya, Djibouti, Uganda and its surroundings over the past few months, killing many people, especially women and children. The international community through the Red Cross and other humanitarian agencies are responding to the emergency situation, but it continues unabated. Urgent humanitarian support is needed for these countries. The African football family cannot stay without reacting to this severe food crisis. I would like you to mobilise football clubs in your country to help fight this challenge,” said CAF President Issa Hayatou in a statement.

SAFA is expected to report on the update of the campaign to CAF at the Executive Committee meeting today in Cairo, Egypt.

“We as SAFA are committed to the principle of African Solidarity and we are asking each Member, Associate Member, LFA and other key SAFA stakeholders to see what they can contribute to this fund. We would also like to request the civil society at large to assist the football relief effort by raising funds in their areas of operation to aid in the emergency relief effort currently underway in the Horn of Africa. We cannot stand by and watch when our fellow people find themselves under such terrible conditions,” said SAFA CEO Dr Robin Petersen.

His words were echoed by the PSL. “We have a responsibility for the well being of our fellow brothers and sisters on the African continent, “commented PSL CEO, Zola Majavu.
“Every cent helps and I also urge other sporting organisations to get involved and assist in whatever way,”

A letter has also been sent to all sponsors within the SAFA and PSL family to assist and contribute to this worthy cause. Dr Peterson has received the PSL’s R500 000 cheque from his counterpart, Zola Majavu.

Carlos Tevez has denied that he refused to come on in Manchester City’s 2-0 defeat to Bayern Munich on Tuesday.

With 30 minutes left, Tevez was supposedly called upon by boss Roberto Mancini but he appeared torefuse to play at the Allianz Arena, with the Italian later telling reporters that he was shocked by the striker's stance and saying if it was his up to him the Argentine would be "finished".

However, Tevez has issued a statement declaring it was a "misunderstanding" and he has apologised to the Manchester City supporters.

"I would like to apologise to all Manchester City fans, with whom I have always had a strong relationship, for any misunderstanding that occurred in Munich," Tevez said.

"They understand that when I am on the pitch I have always given my best for the club."

"In Munich on Tuesday I had warmed up and was ready to play."
"This is not the right time to get into specific details as to why this did not happen. But I wish to
statethat I never refused to play."

"There was some confusion on the bench and I believe my position may have been misunderstood."

"Going forward I am ready to play when required and to fulfil my obligations."

Mancini said after the match that the 27-year-old will never play for theclub again under him and has revealed he will speak with the board over a course of action.

Tevez had asked to leave City in the summer for personal reasons, and almost sealed a move to Brazilian side Corinthians but the two clubs ran out of time to seal the deal.

Obama administration contends release would harm national security in response to freedom of information request.

Public disclosure of graphic photos and video taken of Osama bin Laden after US commandos killed him would damage national security and lead to attacks on US property and personnel, the Obama administration contends in a court documents.

In a response late on Monday to a Freedom of Information Act lawsuit filed by Judicial Watch, a conservative watchdog group seeking the imagery, Justice Department lawyers said the CIA found 52 photographs and video recordings of the May 1 operation in Pakistan.

They argued that the images of the deceased bin Laden were classified and were being withheld from the public to avoid inciting violence against US citizens overseas and compromising secret systems and techniques used by the CIA and the military.

The Justice Department has asked the court to dismiss Judicial Watch's lawsuit because the records the group wants are "wholly exempt from disclosure", according to the filing.

Tom Fitton, president of Judicial Watch, accused the Obama administration of making a "political decision" to keep the bin Laden imagery secret.

"We shouldn't throw out our transparency laws because complying with them might offend terrorists," Fitton said in a statement.

"The historical record of Osama bin Laden's death should be released to the American people as the law requires."

'Gruesome images'

The AP news agency also filed Freedom of Information Act requests to review a range of related materials, such as contingency plans for bin Laden's capture, reports on the performance of equipment during the assault on his compound in Abbottabad, Pakistan and copies of DNA tests confirming the al-Qaida leader's identity.

AP has also asked for video and photographs taken from the mission, including photos made of bin Laden after he was killed.

The Obama administration refused AP's request to expedite the process, which could allow a decision to be delayed for months and even years.

The news agency submitted its request to the Pentagon less than one day after bin Laden's death. In a declaration included in the documents, John Bennett, director of the CIA's National Clandestine Service, said many of the photos and video recordings were "quite graphic, as they depict the fatal bullet wound to [bin Laden] and other similarly gruesome images of his corpse."

Images were taken of bin Laden's body at the Abbottabad compound, where he was killed by a Navy SEAL team, and during his burial at sea from the USS Carl Vinson, Bennett said.

"The public release of the responsive records would provide terrorist groups and other entities hostile to the United States with information to create propaganda," Bennet wrote, "which, in turn, could be used to recruit, raise funds, inflame tensions, or rally support for causes and actions that reasonably could be expected to result in exceptionally grave damage to both the national defense and foreign relations of the United States."

Navy Admiral William McRaven, the top officer at US Special Operations Command, said in a separate declaration that releasing the imagery could put the special operations team that carried out the assault on bin Laden's compound at risk by making them "more readily identifiable in the future".

Hatua hiyo inatokana na Chadema kukiuka agizo la Umoja huo, uliowapa siku tatu kulaani kitendo cha wafuasi na viongozi wake, kulidhalilisha vazi tukufu la hijabu na kumwomba radhi Mkuu wa Wilaya ya Igunga, Fatuma Kimario, kwa kumvua sitara yake.

“Tunatoa agizo kwa mujibu wa kanuni inayomtaka Mwislamu, kupambana na wale wote wenye kupiga vita Uislamu na kuacha kuwasaidia kwa namna yoyote ile, hadi pale watakapoomba radhi na kuacha kuidhalilisha dini hiyo,” Shehe Hussein aliwaambia waandishi wa habari jana.

Alisema Umoja huo haukuwa na nia ya kuchukua msimamo huo dhidi ya Chadema, bali umelazimishwa na msimamo hasi wa chama hicho kuhusu hijabu ambayo ni moja ya mafundisho ya Kiislamu.

Alisema Chadema imeonesha wazi dharau kwa vazi la hijabu, kwa kukataa kuomba radhi na kusema si jambo la kutolewa tamko na kujipa mamlaka ya kutafsiri mafundisho ya Uislamu kuhusu hijabu, jambo ambalo hawana elimu nalo.

Alisema licha ya kuongeza siku ili chama hicho kiombe radhi, wao walijibu kwa kejeli kupitia kwa wajumbe wa Kamati Kuu na viongozi wao, Profesa Abdallah Safari, Mabere Marando na Tundu Lissu, wakisisitiza kuwa hawataomba radhi, huku wakidai uchunguzi wao, inaonesha kuwa Kimario hakuvaa hijabu.

Aidha, walitoa shutuma za uongo kwa mashehe waliosimama kutetea hijabu na heshima ya mwanamke wa kiislamu, kuwa wanatumia nyadhifa zao kupotosha waumini na hawajui maana ya vazi hilo.

“Tunapenda kuwaweka wazi, kuwa Profesa Safari ni msomi wa sheria za kisekula na si msomi wa dini ya kiislamu, hivyo hana haki ya kuwa mfasiri wa mambo ya dini, wenye hadhi na maarifa ya kutafsiri kilicho valiwa ni hijabu au la ni wanazuoni, kwa kuwa tuna elimu ya dini,” alisema Shehe Hussein.

Alisema wanatoa tahadhari kwa mwenendo wa Chadema kujichukulia sheria mkononi, kuwa wamejipa mamlaka ya vyombo vya Dola kuchunguza, kukamata na kutoa adhabu kwa wanaowaona kuwa ni wahalifu kama walivyofanya kwa Mkuu wa Wilaya.

“Suala tunaloshughulikia si kama mama huyo ana hatia au la au Chadema wametenda kosa hilo au la, bali ni kitendo walichomfanyia yule mama, wamelidhalilisha vazi tukufu la hijabu ambalo ni alama miongoni mwa alama za kidini,” alifafanua Kaimu Katibu Mkuu wa Umoja huo, Mohammed Issa.

Kwa mujibu wa Issa, Chadema wanaona hijabu ni vazi linalofunika mwili mzima na kuacha macho, jambo ambalo si kweli kwani hijabu ni stara katika mwili hata kofia ni hijabu kwa mwanamume.

“Mtandio ni hijabu, hata watawa wa kikristo vitambaa wanavyovaa ni hijabu, lakini kwa lile vazi linaloacha wazi uso linaitwa jaris au juribabu na nchini Afghanistani watu huvaa vazi kama hilo liitwalo burqa,” alisema Issa alipozungumza na gazeti hili mwishoni mwa wiki iliyopita.

Iraq has made the first payment in a deal to buy 18 F-16 warplanes worth a total of about $3 billion from the United States, the US State Department has said. "These aircraft are going to help provide air sovereignty for Iraq and to protect its territory,"

Victoria Nuland, a State Department spokeswoman, said on Tuesday. "They also, as a significant military sale between us, are a symbol of the commitment that we've made to the Iraqi government to have a long-term strategic partnership between the United States and Iraq," Nuland said.

Ali Mussawi, a media advisor to Iraqi Prime Minister Nuri al-Maliki, confirmed the deal, though he did not give details on a potential delivery date, or how much of an initial payment Iraq had made.

Ali al-Dabbagh, a spokesman for the Iraqi government, said that $1.4 billion had already been transferred as a partial payment.

Iraq and the US had been close to reaching a deal on the fighter jets earlier this year, but Baghdad re-routed $900 million earmarked for the purchase to a welfare programme amid nationwide protests.

Maliki announced in August that Iraq was looking at the purchase of 36 jets, rather than the previously proposed 18. Ten Iraqi pilots are already training on the fighter in the United States and their instruction could be completed before the delivery of the first planes to Baghdad, General Russ Handy, head of US air forces in Iraq, said on September 14.

'Game-changer'

The F-16s aren't expected to arrive in Iraq until next fall at the earliest, and more likely not until 2013 - meaning US troops may still be asked to patrol the country's skies and train its air force for months, if not years, to come.

US Army Lt. Gen. Michael Ferriter, however, called the F-16 deal "a game-changing capability".

"It provides the basis for their air sovereignty," Ferriter told reporters in his Baghdad office.

Iraq has said its air force is not ready to protect its air space alone, and the country's top- ranked military officer last year said US help may be needed until 2020.

Hoshyar Zebari, Iraq's foreign minister, told the Associated Press news agency in an interview on the sidelines of the UN General Assembly in New York that the importance of the deal is "for the world to know that Iraq is an ally of the United States in the region".

Al-Dabbagh, the Iraqi government spokesman, cited a recent push to revive the F-16 deal "because the country's security is important, and the air force is the backbone for Iraq's defense".

"The air force is considered a vital factor to protect Iraq's sovereignty and security against external threats," al-Dabbagh said.

"Iraq needs to build its air force and to depend on its own capabilities to defend the skies instead of asking other countries to do so - especially if we know that the US forces will leave at the end of this year."

Ferriter said it's still up to Iraq's government to decide if it wants US forces to do some of the training, or leave it all to private contractors.

Zebari, the Iraqi foreign minister, said "the idea, the policy, is to reach some training mission arrangements, agreement" with the United States. At least some of the training - including English-language classes - will be done in the United States, he said.

South Africa captain and Tottenham midfielder Steven Pienaar will miss a vital 2012 Africa Cup of Nations qualifier against Sierra Leone on October 8 in north-eastern city Nelspruit due to injury.

Fellow midfielder Kagisho Dikgacoi from English second-tier club Crystal Palace and left-back Tsepo Masilela from Spanish side Getafe have also been ruled out of the final-round Group G game.

Mamelodi Sundowns midfielder Lebohang 'Cheeseboy' Mokoena was recalled by coach Pitso Mosimane Tuesday and striker Bradley Grobler, who moved from Platiunum Stars to Turkish club Gotzepe in mid-year, got a first call-up.

Surprise side Niger lead the mini-league with nine points from five matches, South Africa and Sierra Leone have eight each and defending champions Egypt are out of the running with just two.

Only group winners are guaranteed places at the 16-team finals in Gabon and Equatorial Guinea next January and February with the best two of 10 pool runners-up also qualifying.

Although Sierra Leone are seven places below South Africa on the FIFA African rankings, they have won once, drawn twice and never conceded a goal in three previous Cup of Nations qualifiers against Bafana Bafana (The Boys).


Poulsen picks 23 for Morocco assignment

Tanzania national team coach Jan Poulsen has announced 23 players for the final AFCON 2012 qualifier match against Morocco to be played on October 9th.

Speaking to journalists in Dar es Salaam today, the Danish coach said his team still has a chance to make it in the final as it is in other three teams in group D.

“After a match against Algeria in Dar es Salaam which ended in one all draw I told you that our chance to qualify has vanished. But Morocco- Central Africa Republic in Bangui in which visitors forced a nil draw the chance is there. “Why? This is because if we beat Morocco and Central Africa Republic loses away to Algeria each team will have eight points and the goal difference will decide. Also it is possible for a group to snatch one of the best looser places,” he said.

Poulsen has called seven foreign- based players for the match to be played in Marrakech. Tanzania (Taifa Stars) lost 1-0 at home against Morocco in the first leg match.

Akizungumzia kuhusu usalama wa vyombo vya baharini kwa ujumla, alisema mamlaka imegundua pia matatizo lukuki kwa manahodha wa meli hizo kwa kuondoa meli bila kujua taarifa za usalama wa abiria wao.

An explosion has destroyed an Egyptian gas pipeline in the Sinai that supplies Israel and Jordan, security sources and witnesses say.

The explosion happened about 20km west of the city of el-Arish on Tuesday. Witnesses said that flames as high as 30 metres could be seen rising from the pipeline.

The cause of the blast was not immediately known, nor was there any report on casualties. The army surrounded the area following the blast, and the company operating the pipeline closed it down after the explosion.

The pipeline has been repeatedly blown up by people believed to be against the sale of Egyptian gas to Israel since Hosni Mubarak, the former Egyptian president, was removed from power by a popular uprising in February.

The last attack took place in July, when men armed with machine guns forced guards at a station to abandon their posts, and then blew it up.

In August, the Egyptian authorities launched a joint military and police operation, dubbed Operation Eagle, to crackdown on lawlessness in the Northern Sinai and to arrest those responsible for previous attacks on the pipeline.

The pipeline is run by Gasco, Egypt's gas transport company, which is a subsidiary of EGAS, the national natural gas company.

The BBC reported gunfire and a blast were heard from the compound in the capital. It said a US official confirmed there was an attack on a facility previously known as the Ariana hotel.

A US official confirmed to the Reuters news agency that an attack was made against a facility used by US officials in Kabul, saying that the situation is fluid and the investigation continues.

The official did not immediately respond to questions about who might be behind the latest attack.

'Test transition'

Analysts say some groups in Afghanistan want to derail NATO's plans to handover security responsibility to Afghan forces by 2014.

Kabul, at one time considered a relatively secure area, has witnessed several recent attacks. Anders Fogh Rasmussen, NATO's secretary-general, recently told reporters: "We are witnessing that the Taliban try to test transition but they can't stop it. Transition is on track and it will continue."

Last week, Burhanuddin Rabbani, Afghanistan's former president who headed a team tasked with negotiating peace with the Taliban, waskilled in a suicide attack on his home.

Two weeks ago, fighters launched an assault against the US embassy and NATO headquartersin Kabul. US officials blamed those attacks on the Taliban-linked Haqqani network, an Afghani group based in Pakistan's tribal areas.

The officials said there was intelligence, including intercepted phone calls, suggesting those attackers were in communication with people connected to Pakistan's principal spy agency, the Inter-Services Intelligence (ISI) directorate.

Pakistani officials strongly denied any ISI connection to the earlier Kabul attacks.

An Egyptian court on Sunday postponed the trial of the New Year's Eve bombing of the Two Saints Church in Alexandria that left 23 Copts dead. The trial is now set for 13 November.

Judicial sources told Al-Masry Al-Youm that the Court for Urgent Cases in Alexandria postponed the trial to allow for the completion of investigations, questioning of former Interior Minister Habib al-Adly, and inclusion of his statements surrounding the incident to be added to the case file.

On 13 September, the Saint Mark's Coptic Orthodox Cathedral in Alexandria filed a lawsuit against Prime Minister Essam Sharaf, Interior Minister Mansour al-Essawy, and Attorney General Abdel Meguid Mahmoud to protest the slow pace of the investigations into who was behind the attack.

Joseph Malak, director of the Egyptian Center for Development Studies and Human Rights, said the defense team asked the court's permission to obtain an official copy of investigations into the attack from the State Security Agency.

Camille Sadiq, Melli Council Secretary for the Coptic Church in Alexandria, said the Church is demanding that "the Attorney General be compelled to disclose the reasoning behind the release of the suspects, to cancel the decision to ban the publication of information surrounding the case, and to announce the investigation results."

Also in the lawsuit, the Church demanded that Sharaf be compelled to "order the interior minister to rapidly implement the prosecutor's decisions and to promptly refer the defendants to the proper prosecution."

Meanwhile, Father Maqar Fawzy, who was leading prayers at the moment the Two Saints Church was bombed, called on the media tofocus on the case so that the real perpetrators could be brought to justice.

Alisema shule nyingi za kata hazikidhi mahitaji ya kielimu hivyo hata elimu inayotolewa katika shule hizo haiwezi kuwa na tija kwa mahitaji ya ushindani wa kielimu.

Alisema kutokana na shule hizo kujengwa bila mpango thabiti wanafunzi wake wamekuwa wakisoma kwa mtindo wa kinadharia zaidi na kukaririshwa hali ambayo hawawezeshi kuelewa vizuri.

“Vijana wa siku hizi mnafundishwa maswali yote mnapewa majibu ya kuchagua, mnapofundishwa suala la ufahamu mnashindwa kuelewa,” alisema Dkt.Mokiwa wakati akijibu swali alilowauliza vijana wa kipaimara.

Awali askofu mokiwa aliwataka vijana wake kujibu kuwa Yesu Kristo ni nani swali iliyowafanya vijana hao kushindwa kujibu kwa ufasaha licha ya kuwapa majibu ya kuchagua.

Akizungumzia suala la ufisadi, Dkt.Mokiwa alisema ufisadi ni roho na tabia mbaya ambayo ipo katika kada mbalimbali kuanzia ngazi ya familia mpaka taifa. The draw for the first ever African U-23 Championship which will serve as qualifier for London 2012 Olympic football qualifier has been conducted at CAF HQ in Cairo and it pitted the hosts Egypt against Cote d’I voire, Gabon and South Africa in group A while Nigeria, Morocco , Algeria and Senegal make up group B.

The top three teams will qualify for the London 2012 Olympics while the fourth placed side will engage a team from Asia in a play-off. The draw was conducted by CAF and FIFA executive member, Mr Hani Aboo Rida and CAF secretary general, Mr Hicham El Amrani.

The Confederation of African Football decided to turn the final phase of Olympic qualifiers into an African U-23 Championship.

This means that the tournament will be held every four years and will fall in the year before the Olympics. Theinaugural Championship will be played from 26th November to 10th December 2011 in Egypt with group A matches to be held at Military Stadium while group B games will take place at Arab Contractor Stadium.

The Final and third and fourth place matches will take place on the 10th of December at Cairo International Stadium.

Egyptian U-23 coach Hani Ramzy said he was pleased with the draw and had respect for all the teams in the group. “We have a good chance to realize our dream to qualify for London but we have to work hard because there are no small teams in today’s football. We will start our training for this championship on the 27th of this month.”

South African Football Association CEO Dr Robin Petersen was at the draw told Cafonline.com that this was a toughdraw and whoever we would have got in our group would have been equally tough because all 8 teams are good.

“Having said that l think this is a group that we can come out of with some positive results. Recently in Maputo for All African Games we used our U-23 B side but we are hoping to talk to the clubs and have our top players released for this Championship and if that happens l am positive that we can make it to London Olympics.”

Meanwhile Mr Sory Diabate the vice president of Cote d’ Ivoire Football Federation said it was an interestingdraw which is bound to produce some fierce competition. Côte d’Ivoire has the potential to do well in this Championship. “We however have a problem on our hands because during the qualifiers we had our Europe based players coming for these games and l am not sure if we will get the players from Europe for the Championship. If we don’t get them we will have to make do with the local player but our chances of making it to London will increase if we get our Europe based playersand we will have a very good team.”

Substitute Mario Balotelli came to Manchester City's rescue by inspiring Roberto Mancini's men to a rare 2-0 victory against bogey team Everton.

As always, City were finding it sticky going against the Toffeemen. Balotelli's introduction after an hour changed all that, the Italian's shot flying in off Phil Jagielka to put City on the way to a precious victory at the Etihad Stadium that was sealed by James Milner in the final minute.

Moyes' masterplan was to send Jack Rodwell scurrying around after danger-man David Silva all afternoon. It was a task Rodwell stuck to gamely, and clearly Silva did not like, even though he responded in textbook fashion, moving himself next to Leighton Baines, in theory creating a huge hole for the remainder of City's midfield to fill.

Visitors keep it tight

That they did not manage it was in part due to the determination of Phil Neville and Seamus Coleman, who tackled anything that moved, and part due to lacklustre displays from Yaya Toure and Samir Nasri, neither of whom imposed themselves on the contest.

Indeed, there were only ten minutes of the opening period remaining when Tim Howard was forced into his first save. It was a good one, though, the American parrying away Sergio Aguero's goalbound curling shot despite the considerable frame of Edin Dzeko closing in. Howard also denied Gareth Barry shortly afterwards as City began to turn the screw, although by the time referee Howard Webb blew his whistle for half-time, Everton were showing more attacking intent than they had done since the opening moments, when they were actually on top.

The hosts came close to opening their account straight after the restart when former City captain Sylvain Distin rather unconvincingly combined with Howard to turn Nasri's dangerous cross behind. Mancini's men were unable to maintain the pressure, though, so with an hour gone, the Italian turned to Balotelli, ahead of Carlos Tevez. A very astute move it turned out to be too.

Balotelli breaks deadlock

Everton were still reorganising following the exit of Tim Cahill, who had earlier guided a header just over but then came off worst in a challenge with Vincent Kompany that led to him becoming the fourth visiting player booked, when the Italian struck.

Aguero was the architect, coming in from the right flank before rolling the ball into Balotelli's path as he found his own route into the penalty area blocked.

The Italy striker took aim, benefiting from a slight deflection off Jagielka as the ball nestled in the far corner. The 21-year-old immediately sprinted off to his manager to celebrate.

Within a couple of minutes, Silva had almost made it two, drilling a low shot against the base of Howard's left-hand post, the Everton goalkeeper knowing he was getting no where near it.

Howard was able to reach Balotelli's next effort, a stinging shot from the edge of the area that was heading for the bottom corner. The Toffeemen were on the back foot, though, and only an offside flag prevented them conceding a second after Silva had tapped home Balotelli's cross.

Milner eventually secured the win, racing onto Silva's through ball before keeping his nerve to beat Howard in the final minute.

FIFA have ruled that the Iraqi national team will have to play their home qualifiers for the 2014 World Cup and 2012 Olympics at a neutral venue.


The game's governing body sent a letter to the Iraq Football Association (IFA) due to concerns relating to safety and security at the World Cup qualifier between Iraq and Jordan in Arbil on September 2.


It is understood the crowd at the match appeared well over capacity and there was also a power cut during the match. Iraq will now have to nominate a neutral venue by October 1 for its homeWorld Cup qualifiers, where it is grouped against Singapore, China and Jordan.


IFA president Najih Hmoud told Reuters he accepted the ban but said the organisation would fight it,claiming it was based on false information.


"We will respect the FIFA decision and we will implement it. But I think it was not appropriate because it was based on incorrect information," Hmoud said.


"Arbil is a safe city. Fifa could have sent a fact-finding delegation. They could have asked the attaches of foreign embassies in Arbil. I don't believe the circumstances that the report included... are enough to transfer matches to another venue."


"It is too early to nominate a new venue. There are many alternatives. We have no problem with that. All decisions in the world are subjected to appeal. We will follow other channels that help Iraq in lifting this ban."

Alifafanua hijabu ya tatu, Imamu huyo alisema ni vazi ambalo linamfanya mwanamke asiwe amejisetiri mwili wote na kwamba vazi hilo linamruhusu mwanamke huyo kusogelewa tu na ndugu wa damu na si mtu mwingine.

“Hawa Chadema wao walienda kumwondolea hijabu mwanamke wa Kiislamu ambaye hawajazaliwa naye tumbo moja na sio ndugu zake kabisa… hawakupaswa kumsogelea kabisa DC,” alisema Imamu huyo.

Roberto Mancini's City side began the new campaign in devastating fashion, scoring wins over Swansea and Bolton before an emphatic 5-1 triumph at Spurs last month.

They followed up with a 3-0 defeat of Wigan before dropping their first points of the campaign at Fulham last weekend.

The Sky Blues also enjoyed a 2-0 win over Birmingham in the Carling Cup on Wednesday, with injury-plagued midfielder Owen Hargreaves scoring a sensational long-range goal on debut.

The match was also notable for the return of defender Kolo Toure, who returned from a six-month suspension for testing positive for a banned substance.

David Moyes' Everton side are also in good form heading into the encounter, and after a surprise defeat to Queens Park Rangers in their first game of the season, they have since claimed seven points out of nine, most recently with a 3-1 win at home against Wigan.

Kutafuta elimu ndio amri ya kwanza kupewa mtume Muhammad (s.a.w) pale alipo ambiwa asome akiwa katika pango la Hiraa. Amri ya kusoma inapatikana katika Quran sura ya 96 aya 1-5, hizi ndizo aya za mwanzo kushuka kwa Mtume (s.a.w).

Katika kuonyesha ubora wa elimu, Allah (s.w) anatuambia katika Qur an kuwa Adam (a.s) alimpatia elimu baada ya kumaliza kumuumba.

Elimu zote utakazo soma zikupelekee kwenye kumuogopa Allah (s.w). Elimu ya kumtambua Mola muumba ni yalazima kwa kila Muislam mwanamke ama mwanaume, na huku elimu za taaluma mbalimbali kama uwalimu, udaktari, uandisi, uhasibu, uwanasheria na nyinginezo, si lazima kwa kila muislam kuwa nazo lakini endapo katika jamii husika itamkosa mtu aliyebobea katika taalum hiyo, jamii zima itakuwa masuulia juu ya hilo.

KUFANYIA KAZI ULIYOYASOMA.

Mtu mwenye elimu lazima watofautiane na yule asiyekuwa na elimu katika ufanisi wake wa matendo. Mtume (s.a.w) anasema hawawezi kuwa sawa yule mwenye elimu na yule asiyekuwa naye.

Mwenye elimu atakuwa sawa na yule asiyekuwa nayo kwa kushindwa kuweka kwenye matendo ya kile unacho kisoma. Tutakuja ulizwa siku ya Qiyama tumeitumiaje elimu tuliyopewa na Allah (s.w).

Kama umesoma kumhofu Allah (s.w), lazima ujiepusha na mambo aliyo yakataza Allah (s.w) katika maisha yako ya kila siku ndipo hapo utasema nimeadhirika na elimu uliyoipata, na hiyo elimu itakuwa na manufaa kwako hapa duniani na Kesho akhera.

KUAMRISHA MEMA NA KUKATAZA MAOVU.

Kazi ya da'awa ni ya kila muislam katika nafasi yake kuifanya. Kazi ya kuondoa mauvi katika jamii ni ya kila mtu pamoja na kuamrisha mema.

Da'awa njema na iliyobora ni ile inayoanzia kwako mwenyewe kisha uelekee jamii kwa kuanza ndani kwako.

SUBRA.

Katika maisha ya kila siku kuna maudhi na mitihani ya kila namna ambapo ina itaji uvumilivu kuyashinda hayo yote.

Ukiingia katika kazi ya da'awa utakutana kila aina ya maudhi ya kulwamisha ama kukukatisha tamaa ya kutoendelea na da'awa, lakini uvumilivu na subra ndivyo hutakikana kati shughuli nzima ya da'awa.

As it prepares to host its annual conference Thursday, Facebook is in a funk.

No, not the business. CEO Mark Zuckerberg announced that his social network had surpassed 750 million users in July (although there's no telling how many of those are pets), and the company is on track to collect more than $4 billion in sales this year, mostly from advertising.

Call it a product funk. Facebook hasn't had a big hit in eons. In August 2010, Facebook introduced Places, which let you check in to locations on your phone, sort of like startup Foursquare. It lastedabout a year.

Foursquare, meanwhile, just passed 1 billion check-ins. In October, Facebook announced the next version of Facebook Messages.

The big idea was that users could get a Facebook.com e-mail address and then use their Facebook handle for all kinds of communications, including e-mail and text messaging.

Have you ever seen a single e-mail from a Facebook.com address?

This April, Facebook began testing Deals, a daily-discounts service like Groupon or LivingSocial. It lasted about four months before being canceled.

Every company has an occasional dud, but Facebook's existing products are starting to suffer as well. Its iPhone app was exciting when it was brand new, but it hasn't gotten a major update in more than a year. And Facebook still doesn't have an iPad app.

In the past few weeks, Facebook has rolled out aton of new features that give users more control over what they share with whom. That seems like a good idea in theory, but it made Facebook a lot more complicated than it used to be.

And the changes to users' pages that Facebook began rolling out this week have prompted a flood of complaints.

We used to know how Facebook worked: Send a friend request and the person accepted or rejected it. Binary. Simple.

Now you can subscribe to people who aren't your friends -- like Twitter -- and divide your friends into close friends, acquaintances and any other category you can think of.

The end result: you can now spend more time managing your social network than actually being social on it. Facebook seemingly never asked itself, "who has time for this?"

This product funk may actually be a byproduct of its success. Mark Zuckerberg once said he didn't care if he made users angry; it was better to innovate than to get stale. But since then, Facebook has grown five times bigger.

Zuckerberg has dined with President Obama and had a hit movie made about his life.

Google, once the king of the Internet, is so scared of Facebook that it launched a competitor called Google+. In other words, Facebook is no longer the challenger. It's maybe the biggest kid on the block, and it's still growing. So maybe it has gotten a little more cautious, a little more afraid to take big risks and make big bets.

On Thursday, Facebook holds its annual developer conference, F8. Execs are calling it the biggest F8 in history. The company is expected to launch features that let users listen and share music, video and TV shows, and read and share stories from news sites without ever leaving Facebook.

There may also be a new photos app for the iPhone and maybe even that elusive iPad app. The company has a lot riding on these announcements.

Insiders at Facebook once said it wanted to be the first trillion-dollar company. To get there, it's going to have to start wowing users again.

Kenya's deputy prime minister is to testify at the International Criminal Court (ICC), where he and two others are accused of crimes against humanity.

Judges will consider whether to allow Uhuru Kenyatta's prosecution over links to violence which killed 1,200 people after the country's election in 2007.

Ex-police chief Hussein Ali and the head of the public service Francis Muthaura are also accused. They deny murder, forcing people from their homes, rape and persecution.

More than 500,000 people fled their homes in 30 days of violence which followed the elections. The trio - all supporters of President Mwai Kibaki -were named by ICC prosecutor Luis Moreno Ocampoas being behind the bloodshed, along with three allies of election rival Raila Odinga, now the prime minister.

'Vigilante group'

Mr Ocampo alleges that a criminal plan was put in place in the Rift Valley for supporters of President Kibaki to be attacked after the election. In retaliation, he says, police were given the green light to use excessive force and a vigilante group was organised to attack civilians.

Will Ross says the decision by Mr Kenyatta, 49 - son of the country's first president Jomo Kenyatta - to testify in person is significant because it would be the first time a suspect has done this at the ICC at the pre-trial stage.

The prosecutor alleges that attacks by a vigilante group were planned during a meeting at State House. For that reason many Kenyans will be keenly following the proceedings to see if the president's name comes up, our correspondent says.

Earlier this month two ex-Kenyan ministers William Ruto and Henry Kosgey, as well as radio executive Joshua Arap Sang, appeared to face pre-trial hearings over their alleged part in the violence.

The men, all supporters of Mr Odinga's opposition Orange Democratic Movement, denied involvement in attacks on members of Mr Kibaki's Party for National Unity in the Rift Valley.

Kenya last month lost an appeal to try the six men in Nairobi, rather than at the ICC in The Hague.

Bw. Sherally alisema iwapo chama hicho kitapuuza agizo hilo kwa muda waliowapa umoja huo utapita nchi nzima kutafakari hatua stahiki za kukabiliana na dharau hizo dhidi ya mwanamke.

"Tunalaani na kupinga kwa ukali kabisa kitendo kilichofanywa na wanaodaiwa kuwa ni wafuasi na viongozi wa CHADEMA kumvua hijabu Bi. Kimario na kumuacha bila stara huko Igunga Septemba 15," alisema Bw. Sherally na kuongeza:

"Kitendo hiki kumvua hijabu Bi. Kimario, kumsukasuka na kumtolea maneno yasiyofaa ni kitendo kiovu sana mbele ya Mwenyezi Mungu, Waislam na Watanzania wote wapenda haki na amani na wanaojiheshimu," alisema.

Katika hatua nyingine Bw. Sherally alisema wamesikitishwa na kushitushwa na kukaa kimya kwa asasi za kijamii zinazodai kutetea haki za binadamu na wanawake kwa kutolaani kitendo hicho cha mwanamke mwenzao kudhalilishwa kijinsia.

"Kuendelea kukaa kwao kimya kutatulazimisha kuwaona kuwa wanaafiki na ndumilakuwili," alisema.

Following the resolution adopted unanimously by all CAF national associations held on May 31st 2011, CAF formally concluded the contract signature for the centralized TV and Marketing Rights for the African preliminaries of the FIFA 2014 World Cup with the Italian company B4 associated to the French entity Lagardère Sport and its subsidiary Sportfive.


CAF president Mr Issa Hayatou signed on behalf of the organization with Mr Bianchi and Mr Le Marchand signing for B4 and Lagardère Sport respectively during a ceremony held at CAF HQ in Cairo, Egypt.


The African qualifiers will begin in November 2011 and end in November 2013 and will involve 52 countries. The contract rights include the TV/media rights and the marketing rights for each of the qualifiers matches of the FIFA World Cup, Brazil 2014.


A minimum of ten (10) advertising boards will be exclusively reserved for the member associations. Moreover, and in consideration for the full respect of the TV Production requirements of CAF, the Host Federation and the Host Broadcaster will be entitled to broadcast each Home Match live, free to air by terrestrial means only.


CAF President said one of the objective of this contract is to give less privileged countries an opportunity to expose their matches on international platforms, considering the challenges facing some African countries in putting an up to standard TV production.


Mr Hayatou also added that this agreement will allow a substantial increase of revenues for a vast majority of Football Associations thanks to the solidarity approach taken.


The CAF Executive Committee meeting on September 28th will also confirm the revenues system to be implemented for each member associations engaged on an approved mechanism considering sporting and economic criteria. The minimum guaranteed for the above-mentioned contract is of 23 million USD.

Star Brazilian striker Neymar on Monday put paid to rumours linking him to a big-money transfer to Spain, saying he was staying with Santos.


The 19-year-old had been linked with a move to Spanish giants Real Madrid and also to a lesser extent their bitter rivals UEFA Champions League holders Barcelona.


"What is certain is that I am not going to leave at the next transfer window (Europe's transfer window in January)," said Neymar at a specially-convened press conference. "I am going to stay here till the centenary (of the club on April 14 2012). I am a Santos player and I am not negotiating with anyone. "If I had my way, I would stay at Santos for a long time. I am happy here and I have no reason to leave. To be happy is what is important. Here I have my friends and family," added Neymar, who is father of a newly-born baby boy.


In early August it had been reported by the usually well-informed Spanish Madrid-based sports daily newspaper Marca that Neymar had signed and would arrive after the FIFA Club World Cup in December.

A US appeal court has ruled that a 17-year sentence for convicted terrorism plotter Jose Padilla is too lenient.

The court ordered a new sentencing hearing for Padilla, who was jailed in 2007 for terrorism-related offences. Padilla's al-Qaeda training gave him "a heightened risk of future dangerousness", the majority of the judges wrote in their statement.

Before being sentenced, Padilla had been arrested 17 times and received al-Qaeda training. The appeal court ruled on Monday that district court Judge Marcia Cooke had wrongly discounted several factors when sentencing Padilla, including his criminal record and training at an al-Qaeda camp in Afghanistan.

The appeal court also faulted the trial judge's decision to take into account the circumstances of Padilla's capture and jailing when sentencing him. "Although some downward variance is allowed in this circumstance, the district court abused its discretion," said the ruling by Chief Judge Joel Dubina.

Dissenting Judge Rosemary Barkett disagreed, and warned that the appeal court's judgement "simply substitutes this court's sentencing judgment for that of the trial judge".

Padilla's defence attorney says he will use Ms Barkett's dissent to have the circuit court reconsider the sentencing or to bring the case to the US Supreme Court.

Former President George W Bush declared Padilla an enemy combatant after his arrest in Chicago 2002, saying he possessed valuable intelligence about the personnel and activities of al-Qaeda.

Padilla attempted to sue top government officials for being held without charge for more than three years and for the alleged torture he suffered at a jail in South Carolina. A US judge threw out that suit in 2008.

Generally, 3-0 wins can be described as uncomplicated. Not so on Saturday night, said Galaxy coaches and players after a three-goal rout over the Vancouver Whitecaps.

“I don’t think that was an easy game,” Galaxy coach Bruce Arena said. “I thought Vancouver played quite hard, really gave us an excellent first half. That’s not a 3-0 game.”

Mike Magee had a brace as Bryan Jordan added two assists. Robbie Keane also scored a goal and set up another as the Galaxy distanced themselves from Tuesday’s loss at Morelia in a CONCACAF Champions League match, a heartbreaker of a 2-1 defeat in which LA had a would-be match-winner disallowed due to a questionable call.

There were no lingering effects from the match, either mental or physical ones, as the Galaxy picked apart the Whitecaps and improved to 58 points on the season.

“We found a way to put that one behind us pretty quickly, which shows a lot for our team,” Magee said after Saturday's win. “Getting a win quick was good because sometimes after those losses, they get contagious and you could lose a couple of games after.”

Vancouver seemed to have been the perfect team to have played on a night when the club needed a bounce-back performance. The Whitecaps rolled over to the Galaxy at Empire Field in July, dropping a 4-0 result against the club in their only other meeting.

But the LA didn't approach Saturday's match as anything but a difficult encounter, and their play spoke to that. “They’re a good team, man,” Galaxy captain Landon Donovan said of Vancouver. “They were maybe a little naïve and I think they would admit that their marking wasn’t the best ... but when they move the ball and their guys on the attack are dangerous. Our back four ... and Josh [Saunders] did a really good job of dealing with them.”

With Jay DeMerit and Alain Rochat manning the central defense, Vancouver were able to keep composed in the back. Ex-Galaxy midfielder Peter Vagenas and Shea Salinas helped move the ball while Davide Chiumiento, Camilo and Eric Hassli tried to break through the LA defense. Mostly, though, the Whitecaps were sound in the back – at least for most of the first half.

“It was tough because obviously they sat back,” midfielder David Beckham said. “Usually we can break teams down with balls behind them but they sat back so much we had to be a bit patient.”

Keane though broke down Vancouver from the left side of the penalty area, whipping a ball to Magee in the 40th minute that Magee knocked past Joe Cannon for the game’s first goal. From then on, the Galaxy’s confidence grew.

“Once we got that first goal,” Beckham said, “we knew it was going to set ourselves up for the rest of the game.”

East African Legislative Assembly has approved a report on Capital Markets’ Regionalisation imploring the region to expedite the harmonisation of regulatory frameworks in securities market.

The report conducted by the Committee on Communication and Trade sought to assess the status of implementation of capital markets’ regionalisation projects in EAC. The assessment is among the steps undertaken by the community to harmonise capital market regulations to ease the movement of money across national borders and make it easier for investors looking for expansion cash.

The first phase of the project would be to come up with a single financial market, which is expected to be completed in the first quarter of 2014 with a World Bank grant of about Ush36.9 billion.

This is expected to lay the ground for the second five-year phase which seeks to give the region its common stock exchange. The project will also come up with common regulatory and accounting frameworks, allowing investors to operate with ease in the five member countries.

The report findings indicate that capital markets are important in encouraging local savings and channeling them to productive enterprises. This, the report suggests, would foster growth of related financial services like pensions and provident fund schemes, offering companies a choice of sources for long term-capital.

The Committee, however, cited disparities in trading, clearing and settlement infrastructure that have made market access difficult for investors, lack of harmonised legal and regulatory framework, common tax regimes and investors policies as some impediments to the otherwise thriving capital markets sector.

Through its chairperson, Dr James Ndahiro, the committee recommended that the Council of Ministers works on a roadmap to regionalise the capital markets under the Financial Sector Development and Regionalisation Project and to align the same with the Common Market Protocol.

TIMU ya Taifa ya netiboli ya Tanzania ‘Taifa Queens’ jana angalau iliwatoa kimasomaso Watanzania baada ya kutwaa medali ya fedha katika mashindano ya All Africa Games yanayoendelea jijini Maputo, Msumbiji.

Mkuu wa msafara wa timu hiyo, Henry Lihaya alisema jana kuwa timu hiyo ilitwaa medali hiyo baada ya kumaliza mashindano hayo ikiwa nyuma ya Uganda ‘She Cranes’, iliyotwaa medali ya dhahabu.

Taifa Queens ilitwaa medali hiyo baada ya ushindi wa jana wa mabao 43-35 dhidi ya Botswana. “Ni medali ya kwanza kwa Tanzania tangu mashindano haya yaanze, vijana walijitahidi sana kucheza kwa nguvu maana haukuja kirahisi,” alisema Lihaya.

Taifa Queens imemaliza mashindano hayo yaliyoshirikisha timu tisa upande wa netiboli baada ya kufikisha pointi 12 sawa na Zambia iliyotwaa medali ya shaba, lakini Taifa Queens ilikuwa na mabao mengi ya kufunga.

Taifa Queen imecheza michezo nane, imeshinda sita na kupoteza miwili.

Alieleza kuwa upande wa riadha mambo yalikuwa magumu kwani Dickson Marwa alimaliza nafasi ya sita katika Nusu Marathon, huku Fabian Joseph akijitoa.

Mwaka 2007 katika mashindano kama hayo yaliyofanyika Algiers, Algeria, Tanzania ilipata medali moja ya fedha iliyonyakuliwa na Martine Sulle katika mbio za Nusu Marathon.

TIMU ya Taifa ya netiboli ya Tanzania ‘Taifa Queens’ imeweka hai matumaini ya kupata medali katika mashindano ya All Africa Games yanayoendelea jijini Maputo, Msumbiji.

Habari zilizopatikana kutoka Maputo, zilieleza kuwa hatua hiyo inatokana na ushindi wa magoli 32-29 ilioupata jana dhidi ya Afrika Kusini. Ushindi huo umerudisha matumaini baada ya juzi timu hiyo kufungwa na Uganda magoli 52-41.

Uganda tayari imejihakikishia kutwaa medali ya dhahabu, ambapo ndiyo timu pekee ambayo haijafungwa mchezo tangu mashindano hayo yaanze yakihusisha timu tisa zinazocheza mfumo wa ligi.

Taifa Queen imecheza michezo saba, imeshinda mitano na kupoteza miwili, ambapo leo itamaliza michuano hiyo kwa kucheza na Botswana. Botswana na Zambia nazo zina nafasi kubwa ya kutwaa medali kama zitashinda mechi zao za leo.

Mwaka 2007 katika mashindano kama hayo yaliyofanyika Algiers, Algeria, Tanzania ilipata medali moja ya fedha iliyonyakuliwa na Martine Sulle katika mbio za nusu Marathon.
